Ngāti Manu’s Kāinga Plan sets out a proactive framework to protect the wellbeing of whānau, marae and taonga in the face of accelerating climate and environmental change. Grounded in kaitiakitanga, the plan recognises the deep interconnection between Ngāti Manu identity and the lands and waters of the Bay of Islands and Te Kāretu Valley in Taumārere.

It identifies the Kāretu watershed and wider rohe as increasingly vulnerable to flooding, erosion, biodiversity loss and water degradation, and establishes environmental thresholds to guide collective decision-making. The plan outlines practical measures to safeguard health services, food and water security, emergency preparedness, and critical cultural sites.

Central to the strategy is preparing for the possibility of temporary or permanent relocation where required, while maintaining cultural continuity and connection to place. The plan affirms Ngāti Manu’s enduring role in matters concerning te taiao and commits to working alongside partners to secure the information and resources needed to respond effectively.

The plan is written for Ngāti Manu, by Ngāti Manu. Please contact Suz Te Tai Suz.tetai@gmail.com to request access.
